Industrial biotechnology is considered “the third wave” of international biological technology following the rise of medical biotechnology and agricultural biotechnology. In view of the needs of China’s economic and social development, Chinese Academy of Sciences(CAS) puts forward the strategy of constructing “1+10” scientific bases in the third-phase of Innovation Program. As one of the “1+10” bases, Advanced Industrial Biotechnology Innovation Base aims at developing core technologies and innovative system of the field, laying solid foundation for the transition from industrial economy to renewable materials. The Innovation Base for Study on Economic and Social Sustainable Development is supported by Bureau of Life Science and Biotechnology. Its first key projects involve 12 research units and 28 PIs of Institute of Microbiology, Guangzhou Institute of Energy Conversion, Shanghai Institute for Biological Sciences as well as University of Science and Technology of China.

To facilitate the scientific and technical innovation of the base, we launch the program of Strategic Study and Knowledge Environment Development of Industrial Biotechnology (SSKEDIB), which is carried out by Institute of Microbiology, Chengdu Library of Chinese Academy of Sciences, as well as Qingdao Institute of Biomass Energy and Bioprocess Technology. Starting with investigation, strategic analysis, construction of information bank and knowledge environment, a series of work on program management, team building, CAS-municipal government cooperation as well as CAS-enterprises cooperation in industrial biotechnology base are carried out. We develop comprehensive information bank for industrial biotechnology base, intelligent search engine and informationalized coordinated work environment by integrating information about biological materials, patents, literature and intelligence, products, enterprises and policies. By closely following industrial biotechnology development in the world, we provide periodically individualized informatics service on latest development and key technologies for significant application needs, on the basis of which strategic report of industrial biotechnology development is compiled. Meanwhile, we establish personal portals for those core researchers in accordance with the base’s human resource management system, so as to on one hand deal with explicit knowledge, on the other hand accumulate implicit knowledge. Utilizing the portal of China Information Network of Industrial Biotechnology, we also enhance cooperation with Bureau of Academy-Local Cooperation, CAS, promote informational share as well as transfer of the academy’s biotechnology research achievements, and boost academy-municipal government and academy-enterprise cooperation. Last but not least, an appraisal system for China’s bioenery science and technology is established, which offer advice on bioenery development and industrialization to government or related units, especially Advanced Industrial Biotechnology Innovation Base, CAS.
